Highlands County commissioners voted 3-2 Tuesday against implementing impact fees on new development. The fees would have generated an estimated $13.6 to $20.5 million for future roads, public safety, parks, and other county projects. Supporters cited future revenue needs, while opponents said the fees could raise housing costs and slow construction. Commission Chair Don Elwell cast the tie-breaking vote against the measure.

She was found nearby and surrendered after a K-9 deputy warned a police dog would be released if she didn’t stop.
